About State Commission of Ukraine on Mineral Resources

The State Commission of Ukraine on Mineral Resources (SCMR) was founded in April 1992.
The SCMR conducts state expert appraisal of mineral deposit geological and economic assessment materials, summarises the practice of applying legislation to issues within its competence, and develops proposals for its improvement.
The SCMR’s primary tasks are to set conditions for mineral raw materials for the calculation of mineral reserves in the subsoil and to make decisions on the mineral quantity, quality and degree of knowledge for explored mineral deposits and their readiness for commercial development.

The SCMR engages highly qualified specialists in exploration, production, processing of minerals, ecology and economics of mineral raw materials to conduct state expert appraisal on a contractual basis.
The objectives of state expert appraisal and assessment of mineral reserves are as follows:
- objective assessment of the country's mineral raw material base following the uniform scientific and methodological criteria;
- ensuring the reliability of assessed mineral reserves and the compliance of their quality indicators with expected usage;
- development of conditions for the most complete, cost-efficient and comprehensive use of mineral reserves in compliance with the requirements for the subsoil and environmental protection;
- comparative assessment of quantitative and qualitative indicators of mineral reserves, their geographical, economic, mining, geological, hydrogeological and other conditions of occurrence to determine their actual commercial value.
According to the assigned objectives, primary tasks of the state expert appraisal and the assessment of mineral reserves are as follows:
- assessment of the degree of confidence of mineral reserves and their useful components based on the study and analysis of geological survey materials on the patterns of formation and distribution of mineral deposits, their chemical composition and technological properties, mining-geological, hydrogeological and other conditions of occurrence;
- setting conditions for mineral raw materials for the calculation of reserves, considering the rational use of all mineral resources and their useful components;
- determining the quantity and quality of mineral reserves and components, the degree of their study and readiness for commercial development;
- assessment of the commercial significance of mineral reserves and components, provided that they are extracted and used in the most complete, cost-efficient and comprehensive manner based on modern industrial technologies.
As a scientific and methodological centre, the SCMR implements a unified scientific and technical policy for the geological and economic assessment, state accounting and complete utilization of deposits’ mineral reserves, it develops, approves and submits for the state registration regulatory and legal documents governing the conduct of geological exploration activities for further study of qualitative and quantitative indicators of mineral raw materials in the subsoil, hydrogeological and engineering-geological conditions of occurrence, technological properties, and determines the procedure for the development of conditions for the mineral reserve calculation, and develops methodologies for Ukraine's mineral raw material base monitoring.
