Chairman of State Commission of Ukraine on Mineral Resources

Georgii Illich Rudko, Doctor of Geology and Mineralogy Sciences, Doctor of Geography Sciences, Doctor of Technical Sciences, Professor, Academician of the Higher School Academy of Sciences of Ukraine, Academician of the Academy of Mining Sciences of Ukraine, Chairman of State Commission of Ukraine on Mineral Resources.

Head of the Environmental Department of the State Environmental Academy of Postgraduate Education and Management of the Ministry of Natural Resources and Environment of Ukraine.

Born in 1952 in the village of Shuha, Nadym district, Tiumen province. Graduate of the Geological Faculty of Lviv University (1974) and Geographical Faculty of Chernivtsi University (1984).

Participant of field geological expeditions in Altai, Western and Easter Siberia, Carpathian and other regions of Ukraine, Caucasus (Armenia, Georgia, Chechnia), Central Asia (Uzbekistan, Tadzhikistan), Kazakhstan. 

Participated in the exploration of commercial fields in Ukraine and Russia. Work experience – 41 years, including 19-year field experience.  Honorary Subsoil Explorer (2006). Was awarded with the State Prize of Ukraine for Science and Technology (2015). Has been awarded with the Medal of V.I. Luchytskyi, Medal of L.I. Lutuhin and Award of the Ministry of Emergencies. Had secondary employment at Chernivtsi, Lviv and Kyiv National Universities, Ivano-Frankivsk National Technical University of Oil and Gas and also National Transport University. Member of the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology (UNECE). Scientific record of service – 25 years.

Author of more than 550 scientific efforts, including 63 monographs, 15 text books for higher educational institutions, 20 preprints and brochures, more than 40 methodical developments and guidelines of State Commission of Ukraine on Mineral Resources. Under his management 2 doctoral and 7 master theses were defended. Economic-geological evaluation of more than 2700 mineral deposits was conducted under his leadership and direct participation. 

Scientific research areas: mineral deposit geology, engineering geology, medical geology, geomorphology, environmental geology, geoecology, economic geology.

Valentyn Hryhorovych Hryhil, was born in 1963 in the city of Novovolynsk, Volynsk province. In 1985 graduated from Ivano-Frankivsk Institute of Oil and Gas, Faculty of Geological Exploration, specialty “Mining engineer-geologist”. From 1985 till 2004 he worked at industrial enterprises of the “Krymheolohiia” association. Valentyn Hryhil works at State Commission of Ukraine on Mineral Resources since December 2004 and held the positions of Chief Geologist of Oil and Gas Department, Head of Department, Deputy Chief of Administration for Ore & Combustible Mineral Resources. (2008). Was honored as “Honorary Subsoil Explorer” (2008). Has been awarded with the Medal of V.I. Luchytskyi, (2009).

Is engaged in practical application of the Classification of Mineral Reserves and Resources of the State Subsoil Fund of Ukraine (1997), which is adapted to the International United Nations Framework Classification for economic-geological evaluation of oil and gas reserves and resources.

Scientific research areas: development of the regulatory framework for economic-geological evaluation, economic-geological evaluation of oil and gas deposits, hydrocarbons, natural combustible gases, feasibility study of oil-and-gas subsoil.

 

Administration for Ore & Combustible Mineral Resources

Vitalii Ivanovych Lovyniukov, was born in 1939. Graduated from Moscow Geological Prospecting Institute in 1966, has Mining Engineer-Geologist specialty. Honored Geologist of Ukraine (1975), Discoverer of mineral deposit (1989), Honorary Prospector (1998), was awarded with the Order “For Merit”  of Third Degree (2004). Academician of the Department of unconventional preparation for oil-and-gas database of Ukrainian Oil and Gas Academy (2001). In 1992 – 2004 occupied the position of Chairman of State Commission of Ukraine on Mineral Resources.

Main developer of Classification of Mineral Reserves and Resources of the State Subsoil Fund of Ukraine (1997), adapted to the International United Nations Framework Classification, and guidelines for its application to economic-geological evaluation of energy and other mineral resources.  

Economic-geological analysis and Sate Expert Appraisal on expediency of commercial development of 750 mineral deposits in Ukraine (including 80 oil and gas deposits) have been conducted under his direct participation.

Bohdan Ihorovych Yatsykovskyi, was born on 29 October 1984 in the city of Zbarazh, Ternopil province.

Graduated from Ivan Franko National University of Lviv, Faculty of International Relations, International Economic Relations specialty (magna cum laude) and also graduated from Ivan Franko National University of Lviv, Faculty of Law, Jurisprudence specialty.

From 2006 to 2014 he occupied various positions in central and local executive authorities, local governments, financial institutions: specialist of the Communal Property Department of Ternopil Regional Council, Assistant to the Chair of the Board of JSCB TAS-Comertsbank, Assistant Minister of Finance, Deputy Director-General of the Ministry of Finance, Economic Adviser of Chairman of Lviv Regional State Administration, Director-General for Economy and Industrial Policy of Lviv Regional State Administration, First Deputy Chairman of Zbarazh District State Administration of Ternopil Province.

Has been awarded twice with the Gratitude of the Ministry of Finance of Ukraine. Fluent in Ukrainian, Russian, English, Swedish and German languages.

 

Chief of the Administration for Nonmetallic Minerals, Groundwater and Information Technologies in Geology, State Commission of Ukraine on Mineral Resources

Oleksii Vladyslavovych Netskyi. Born in 1982 in Poltava. In 2005 graduated from the Geological Faculty of Taras Shevchenko National University of Kyiv.

Worked as a technician in the Underground Water Protection Department of the Institute of Geological Sciences of the NAS of Ukraine, engineer in the Geological Survey Department of the Ukrainian State Research Design Institute for Civil Agricultural Construction “UkrNDIprotsyvilsilbud”.

Has been awarded with the Medal of V.I. Luchytskyi. Author of more than 25 scientific efforts, including 5 monographs. Scientific research areas: mineral deposit geology, engineering geology, medical geology, economical geology and hydrogeology.
